Tether announced the launch of the Financial Access and Systemic Empowerment (FASE) Foundation on October 28, establishing a Swiss not-for-profit organization focused on financial safety, access to essential services and responsible technology. Its initial proposed work includes scam prevention, support for human trafficking survivors and a pilot exploring stablecoin delivery of humanitarian aid.

According to Tether’s official announcement, founding stakeholders include Anchorage Digital, Bitfury, Bybit, Chainalysis, Fasanara Capital, Kraken, Opera, Pave Bank, Prosper Global, the Solana Foundation and Tether.

What the FASE Foundation plans to do

The foundation describes four areas of work: financial safety, financial inclusion, access to resources and responsible artificial intelligence and robotics. The initial programs are planned around preventing fraud, expanding digital education and helping vulnerable communities access services.

Through a proposed alliance with youth-engagement company Goodwall, FASE intends to provide online education and scam-prevention tools to as many as 10 million young people. The foundation says its intended regions include Africa, Latin America and Southeast Asia. The figure is a target for a future program, not a number of people already reached.

Stablecoin aid pilot targets up to one million people

FASE is also working with Prosper Global, formerly Mercy Corps, on an initiative examining the delivery of humanitarian aid using stablecoins. Tether said an initial pilot could reach up to one million people.

The announcement did not establish that funds have already been distributed to a million recipients or detail a completed operational rollout. Further disclosures would be necessary to determine funding commitments, recipient eligibility, custody processes and measured outcomes.

The United Nations Office on Drugs and Crime is described as a strategic partner providing technical advice. That role should not be confused with a financial endorsement or a claim that the UN agency is a founding corporate stakeholder.

Digital finance and public-interest programs

The initiative reflects crypto companies’ interest in positioning payment technology for practical financial access. At the same time, delivering aid through stablecoins creates questions about wallet access, identity checks, asset conversion, consumer protection and local regulations.

BlockBriefing recently reported on Circle’s payment infrastructure project with ACI Worldwide, which focuses on institutional settlement rather than humanitarian distribution.

To judge FASE’s effectiveness, the most meaningful indicators will be independently documented program delivery, protection of vulnerable users, costs and real-world outcomes instead of announced reach targets.
