Binance said on November 1 that it planned to restart withdrawals in phases across 15 blockchain networks, marking a new step in its recovery from the recent security incident. The exchange also reported that its efforts to replenish affected assets had reached approximately 95%, compared with 90% in its previous update.
According to the exchange’s official November 1 recovery announcement, the first phase was scheduled between 06:00 and 09:00 UTC on Sunday. The timing is a planned service window, not proof that every eligible asset and network was available to every customer at the same moment.
Which Binance withdrawals are included?
The opening phase covers
Bitcoin market price and chart on the BTC network,
ETH market price and chart and stablecoins on Ethereum,
BNB market price and chart and stablecoins on BNB Smart Chain,
TRX market price and chart and USDT on Tron, and SOL, USDT and USDC on Solana. XRP, ZEC, DOGE and SUI are also listed for their respective networks.
Further supported combinations include USDT and GRAM on TON; POL, USDT and USDC on Polygon; AVAX and stablecoins on Avalanche C-Chain; ETH, USDT, USDC and ARB on Arbitrum; ETH and USDC on Base; and ETH, USDT and USDC on Optimism.
Binance said the order of restoration would reflect user demand and that each asset-network pairing would reopen only after stability and security checks. Other tokens and networks are expected to follow progressively. Customers were advised to inspect the relevant withdrawal page or network status information rather than assume a listed asset is immediately available.
What Binance says about the remaining 5%
The exchange said it had replenished roughly 95% of affected assets using its own resources, with the remainder primarily comprising less-liquid tokens outside a group of ten major assets. It identified BTC, ETH, USDT, BNB, SOL, USDC, XRP, USD1, RLUSD and ZEC as backed by full reserves and directed readers to its proof-of-reserves information.
These are Binance’s claims about reserve coverage and replacement purchases. BlockBriefing has not independently audited the platform’s reserves or established that all affected customers have completed withdrawals. Asset replenishment also differs from recovery of the stolen cryptocurrency from attackers.
Why withdrawals were suspended
Binance said the suspension allowed it to contain the incident, assess its impact and test its withdrawal infrastructure before restoring service. The company also reported cooperation with law enforcement and industry partners to trace and freeze assets. It cautioned that heavy traffic could cause delays and temporary transaction failures during the initial rollout.
BlockBriefing previously reported that Binance had reached 90% asset replenishment and was targeting a November 1 restart. Today’s statement adds the revised 95% figure, the specific UTC reopening window and the initial network-by-network list.
