Binance said on October 31, 2026, that it had replenished approximately 90% of assets affected by its multibillion-dollar security incident and remains on track to resume customer withdrawals on November 1. The exchange said a new proof-of-reserves snapshot has been published, although the full cryptographic proof is not yet available.
Ten major assets fully backed, Binance says
According to Binance’s October 31 official update,
BTC market price and chart,
ETH market price and chart,
USDT market price and chart,
BNB market price and chart, SOL, USDC, XRP, USD1, RLUSD and ZEC have been restored to 100% backing. The remaining roughly 10% comprises less-liquid tokens, which Binance said it is still acquiring through market and over-the-counter transactions.
The company said the replenishment uses its corporate treasury, a portion of its Secure Asset Fund for Users (SAFU) and excess assets from its futures insurance fund. Binance said it intends to rebuild SAFU to approximately $1 billion and that users, rather than the company, will not bear the losses from the theft. These are company statements, not an independently completed audit.
Proof-of-reserves snapshot published
The exchange took a new proof-of-reserves snapshot at 00:00 UTC on October 31. Binance said producing the full zero-knowledge proof would take 40 to 50 hours and estimated that users could verify the reported 1:1 backing on November 3. A published snapshot should not be confused with the final independently checkable proof, nor does proof of reserves by itself establish the complete financial condition of an exchange.
Withdrawal reopening remains a target
Binance said withdrawals remain on track to reopen Sunday, November 1, but it has not yet confirmed that services have restarted. Customers should follow official status announcements rather than treat the target date as a guarantee.
The update follows Binance’s earlier $6.34 billion funding commitment and BlockBriefing’s detailed investigation of the October 29 attack. The recovery percentage refers to assets Binance says it has replenished; it does not establish that attackers returned 90% of stolen cryptocurrency.
What to watch next
Three developments matter: whether Binance actually reopens withdrawals on November 1, whether the remaining lower-liquidity assets are fully replenished, and whether users can verify the complete zero-knowledge proof on November 3. Each remains subject to further confirmation.
