Hong Kong Launches 24/7 Settlement for Tokenized Bank Deposits

The Hong Kong Monetary Authority (HKMA) has expanded its Project Ensemble pilot to support around-the-clock interbank settlement of tokenized deposit transactions using tokenized central bank money.

The regulator’s November 2 announcement describes the expansion of EnsembleTX, involving 12 banks and 20 industry participants as Hong Kong develops infrastructure for institutional tokenization.

Project Ensemble Moves Beyond Banking Hours

Project Ensemble explores how tokenized deposits and digital assets can be transferred and settled through regulated infrastructure. The pilot launched in November 2025 and previously relied on Hong Kong’s Real Time Gross Settlement infrastructure for tokenized deposit transactions.

With around-the-clock capability, participating institutions may be able to execute eligible settlement activities outside conventional banking windows. This is particularly relevant to corporate treasury operations and financial products represented through tokens.

Banks and Asset Managers Participate

The HKMA identified banks including HSBC, Standard Chartered Bank (Hong Kong) and Bank of China (Hong Kong), alongside industry participants such as BlackRock, Ant International and China Asset Management (Hong Kong).

Tokenization represents a claim or financial asset in digital form, but a dependable settlement asset is necessary to complete transactions. The pilot’s use of tokenized central bank money is designed to test that element within a supervised environment.

The initiative does not create unrestricted access to central bank digital money for the public. It applies to participants and transactions within the specified pilot arrangements.

Institutional Use Cases Remain the Test

Whether the infrastructure leads to wider adoption will depend on practical settlement performance, institutional integration and regulatory safeguards. The HKMA’s expansion is a significant operational test rather than a declaration that every tokenized financial market now runs continuously.

What Continuous Settlement Actually Changes

Traditional wholesale payment and securities infrastructure commonly operates within defined business and processing windows. Extending access beyond those windows may allow participating institutions to synchronize cash and token transfers at times when normal interbank settlement arrangements would otherwise be unavailable. That can matter for cross-border operations, treasury management and institutional markets that operate across time zones.

However, around-the-clock access within a pilot is not identical to universal 24-hour settlement across all Hong Kong banks or financial instruments. Participants still need compatible technical systems, approved workflows and sufficient operational support. A transaction involving an institution outside the pilot may remain subject to the other institution’s settlement arrangements.

Why Tokenized Central Bank Money Is Used

Tokenized commercial-bank deposits represent claims against individual banks, whereas tokenized central bank money is a different form of settlement asset. Using a central-bank settlement leg in a controlled institutional arrangement may help participating banks test the transfer of value between themselves without relying exclusively on bilateral commercial-bank claims.

That distinction also limits what the announcement means for consumers. The project is focused on wholesale infrastructure and is not evidence that Hong Kong residents can now open retail central bank digital currency wallets or use the pilot for everyday purchases.

Operational Questions for the Next Phase

The expansion creates practical questions for participants to evaluate: how instructions are authenticated, how interruptions are handled outside standard business hours and how token records are reconciled with accounting and compliance systems. Institutions must also establish procedures for reversals or error management where legally appropriate and clarify which entities are responsible for operational incidents.

The involvement of major banks and asset managers provides a testing environment with different financial activities, but the number of participants is not in itself evidence of commercial transaction volume. Later HKMA disclosures about actual settlement use cases, controls and performance will provide a firmer basis for judging the pilot’s effectiveness.

Readers should distinguish this initiative from the HKMA’s separate tokenized Exchange Fund Bills work, which contemplates regulated stablecoin testing for securities settlement rather than the same central-bank-money settlement mechanism.
